It's looks like it is and 8051 running builtin programming to handle the display and the keyboard.

My guess is they are both 80c31 (copyright dates are both 1989)
one is running builtin keyboard display program.
the other has a socketed ext eeprom so it can be updated later.

anyway I can't do anymore for it. (not into ripping chip and It's died so I don't think i could anyway).
