That number sounds low for Canada due to the large distance /low poputation. It also does not include generating plant efficiency or user load efficiency. Big generators hit 95% or better efficiency but the prime movers do not get close to that and
user loads would run no better than 90%. that suggests an over all loss as Kai puts is of at least 200 and as much as 350 MtC (million tons of CO2) from input to output for the US alone. It would be a govenment job to colate the actual plant efficiencys as there are so many utilitys with so many different types of generation equiptmentand such a wide range of ageing. the same is true with end users.
