The method I would insist on, were I a purchase of voting machines would be that a mutually agreed organization sworn to secrecy would have access to the 'closed' source.

Closed source isn't going to deter anyone who really wants to manipulate the device. Quite a number of security holes are found without ever looking at the source code.
