I think you are thinking of the DMCA which makes "digital circumvention devices" illegal. I.e., if the movie companies put encryption on a DVD, it is illegal to circumvent that encryption. It was a blow to "fair use" and I'm not sure if it's constitutionality has been established yet. In any case, there are exceptions for reverse engineering for the purpose of achieving compatibility/interoperability, or something like that.

Not all reverse engineering is illegal; what is done with the resulting code is what determines whether the effort is illegal.

Also if payment isn't required until the code is sucessfully recovered from the micro perhaps having someone feed the code hackers some work and not paying for(or receiving)the result could be suitable punishment.


It might be effective, but I don't think two wrongs make a right.
