I do agree that this is probably the most unsafe design that one can dream up, but when safety is concerned how far do you go?

So, a transformer is used with the AC mains. Do you stop there?

for HUMANLY safe you can, if the output voltage is low enough.

electronically safe is a totally different cup of tea, do you want to protect the circuit or do you not care.
for human safety this would be "do you want to protect the human or do you not care".
