Chico, this is one more circuit from the www you present us that is highly dangerous!
Capacitor power supplies where one or several caps are used as voltage divider for the mains voltage are always critical, because a cap turns into a short circuit every time a surge arrives. Because of that proper capacitor power supplies ALWAYS have a current limiting resistor in series with the caps and use special safety components like X-caps, etc. So, what can happen if you use this circuit? One fine day, may be in the night, components can suddenly overheat or explode and your appartement can catch fire and the developping smoke can kill your whole family before you ever notice the fire.
