They state that it requires both a JRE >= 1.6 and a .NET framework >= 2.0. I'm sure you will get the DLL installed with .NET.

I didn't see any mention of SDCC being included, but I will look into this further. If they do they also need to distribute the sources, which I didn't see either.

I also looked again at their header file distribution and they still don't have the SDCC headers right. The macros for Sfr and Sbit use Keil notation.
