Now you mix two separte ideas to complicate matters. With an eeprom you don't need a host. You can also initiate programming on detection of the eeprom at startup or when a certain key(combination) is pressed or when chosen in your menu.

If your device has a serial bootloader or you write one yourself using IAP, you can use a host to initiate the programming and provide the data. No need for an eeprom then.
