So, yes - the idea could be useful.

Nowadays (the above was ~10 years ago), I'm not sure that it'd be worth making custom hardware - I'd look into using some sort of PDA or similar, first.
Maybe even a (smart) phone.

Rather than program a microcontroller's own internal Flash, I think a removable storage device might be easier; then the microcontroller would simply implement the programming protocol, and read the Hexfile (or whatever) from the storage device...
