Like Steve (and Richard, if I've understood him correctly), mine have never actually locked the steering until the key has been removed - you can hear the "clunk" as you take the key out.

In fact, when I take the key out, I can see that the barrel of the lock pops out a bit - I presume this is what actually engages the steering lock?
