Whilst the normal threads of discussion here concern the 8052 type MCUs I could venture to say that a cruise control could be built around almost any MCU.

However, there are many more considerations to building a Cruise Control than making the selection of what MCU to utilize. Some things to consider are:

Throttle coupling / control mechanism
Throttle control quick disconnect mechanism
Break pedal switch input
Speedometer input detector
Driver seat occupied interlock
Engine running interlock
Ignition interlock
Transmission interlock
Automotive temperature range design parameters
Automotive vibration design parameters
Battery / alternator power system issues
Safety requirements
Validation
Validation
