Any databook of TTL or HC equivalents with logic diagrams of the components will show you that the leading edge of the clock is the active edge. Since INH can function as a negative-edge clock, while CLK is a positive edge clock, it's still the leading edge that does the clocking.

I doubt you can dispute Michael's assertion.
