No, that is not true!

C# can be used with the dot Net micro Framework - which, as previously noted, is available on some quite "modest" non-Windows platforms:

If this project requires a small micro it's ASM or C for Most 8 bitters. Add C++ for 16 bits up.

That depends, of course, on what you mean by "small"!
If you count an NXP LPC2388 (ARM7) as "small", then you can have C# on it: http://www.ghielectronics.com/products
