C# is not just another language. It is part of Microsoft's dot Net. It is more akin to Java.
Since it requires Windows (or Mono) It is not running on anything that does not run Windows or Linux.

If this project requires a small micro it's ASM or C for Most 8 bitters. Add C++ for 16 bits up.

For BASIC, Forth, Pascal, and Java they may be supported by 8 bit chips.
