It does discuss how to measure time for n pulses and then convert the pulse count and measured period into a speed. And it does mention both high-speed driving when you get many pulses in 500ms and low-speed driving where you will have to measure just four or three or two or one inter-pulse delay to not get a sample time longer than 500ms.
