ie, what is he actually trying to achieve?

At the moment, all we have is a (potentially) broken attempt at a solution to an unknown problem.

As Jan suggests, and Richard would say, if we know the actual Requirements (including any constraints) then we can make suggestions as to ways of meeting those requirements (within the constraints)...
