-40C rated componnents are very widely available, so I see no reason why you shouldn't use them. Any ceramic with an X dielectric (i.e. X5R, X7R, X6S) should work at -40C and there are plenty of crystals and resonators that also work at -40C.

Potting wont help and may cause it's own problems. Potting compounds usually shrink as the temperature falls, and this may strain the components and rip them off the PCB.
