When I used to service ATM's in Northern Ohio the manufacturer supplied special heating pads for parts of the machine that would be exposed to sub-freezing temperatures such as the keypad and card reader slot. I'm not sure where you could find them but they are available. You could also incorporate a battery warming pad used to keep car/truck batteries from freezing. The only issue is going to be availability of suitable power.
