It's been way over a decade (late 1990s) since I did any interviewing/hiring, so I will nod to your experience. I do remember that even as far back as the early 1990s, for such work I was far more impressed with ITT Tech and DeVry grads than with any university grads. Of course, the best tech I ever hired had neither university nor technical college training. He had U.S. Naval training, followed by about 20 years experience.
