Get your self a board with a SiLabs chip on it.
I second that, trying to add external memory to an Arghmel chip would leave yu with no pins for the rest, then you would add MMIO, that would then make you need to add ..., that would then ...

You can easily develop with this board. You will need to obtain a SiLabs USB JTAG Debug pod.
If you buy the board from SILabs (distributor) the pod is included.
