Peter - why have a limit?

Why not get a decent switcher, that accepts a wide input range, and is capable of delivering whatever current you need? National has a lot of switchers, and its quite easy to find one, that accepts 40V on the input.

From you power connector, use a tiny series restance a few ohms or so, a properly rated tranzorb, a bridge rectifier, a few caps, and then the regulator. No need for polyfuses or other protection; the inside electronics is designed to accept what ever PSU might be in the at bottom of some ones touring flightcase!
