These things result from "business decisions" which aren't made by engineers, and, in many cases, aren't made by any rational human being at all. They're made by the guys in "Legal" and "Finance" and "Executive Management."

If, every time such things happened, the culprits were required, say, during halftime at the SuperBowl, to eat their firstborn, there'd be less of this. BTW, the fight between the culprits and their firstborn might be more interesting than the football game, too, since the firstborns might not appreciate being on the menu.
