IIRC, the PROG pin is required for use with the i8243.
If I had ready access to my databooks, now in about 100+ boxes, having been moved over the past few months, but not yet unpacked, I could scan the relevant pages for you. Sadly, that's not presently an option. I can't imagine how one would "read" the program store content, as not one of my programmers has any entry or algorithm for the i802x parts, since they were not field-programmable, but were offered with masked-rom only.
