I suspect you just need one frequency, though.

Have you considered a counter, EPROM, and DAC? Some of the steps will be larger than others, so filtering may be a bit tricky, but with a high-enough count frequency, you should be able to manage it. If you were to use 256 steps per quadrant, perhaps that would be enough. 1k might be better if you can count fast enough. There are, of course, other possibilities that will optimize your solution ... different step sizes, etc.
