Do you need to turn off the power to the #2 guy? If it has any proper power-save modes, it might be enough to give it a message that it should set all I/O pins in optimum low-power states and then enter the best low-power mode supported.

Just turning off the power to a chip does not guarantee a low power consumption. The I/O pins may still sink current from pull-ups or other chips on the board.
