If the input to the multimeter is not stable, then the display most certainly does jump about to the degree that the input is varying!

Of course, if the input is right on the threshold between two counts, it takes only the tiniest of variations for the LSD to "jump about" between the 2 counts!

It's not really the ADC's fault - it's how good the analogue input-conditioning is...
