Hi Jeff,

First, in the context of what's been written, it's clear to me at least that "tool" and "technique" are functionally synonymous. Nonetheless, and assuming a meaningful difference in the distinction, I would offer a different choice for most valuable "technique."

I would say the most valuable "technique" is also the most ignored. It is at once the least used and the least effectively used "technique" available to programmers across all languages and platforms. My nomination for Most Valuable "Technique" is ... (imagine a drum roll here)...
