i need sofware testing and debuging. and also maximum help. code compresser.

Most these have to do with the Compiler, Linker and Debugger - an IDE is just a "front-end" for these.

As Erik says, you don't need an IDE for any of this.

i am new on ARM .i dont know what kind of problem will occure?

It sounds like you're not just new to ARM; it sounds like you have no previous experience at all with any microcontroller development. Is that right?

The "kind of problems" that will occur will be pretty general to any embedded development - not specific to ARM.

As has already been noted, this is the wrong place to discuss ARM - there are plenty of sites already dedicated to the ARM in general, and to specific chips based on the ARM architecture.
There are books, and most distributors run courses and/or seminars to introduce you to their particular products.

The most obvious place to start is, of course ARM's own website; eg,
http://www.arm.com/support/
http://www.arm.com/documentation/

The tool vendors (IDEs, etc) will include tutorials, etc, for their products.
eg, http://www.keil.com/books/armbooks.asp

Evaluation boards, Starter Kits, etc, are available which will include samples, tutorials, etc; eg,
http://www.hitex.co.uk/products_arm.html
