We built very high end earth impedance measuring devices for oil drilling. All I can say is good luck trying to do something like this (I imagine similar problems exist for TDEM tools). The system requires VERY VERY VERY precise design and TONS of calibration. As I recall one of our bigger challenges was how to synchronize the clocks of the receiver/transmitter to less than 1uS. Depending on what you actually want to see (as an output of the system), you're going to need complicated software on the PC side. We were doing things like 3D earth (sub sea floor) visualization etc. Maybe if you don't need high precision here or anything fancy this could be easier, but the stuff we built took a team of 10 EEs/Firmware/Software guys, about 2 years, and I'd hazard more than .5 million in R&D...that's the cost of doing a big company solution to the problem.
