That is (almost) entirely irrelevant as far as implementing a TNC is concerned

The protocols and procedures for a TNC remain the same whether you happen to choose a PIC, an 8051, an ARM, a PC or whatever.

That's what I mean by principles.

So, you need to look at what the PIC codes does - without worrying about the specific details of how that is implemented using the PIC...
