The rest of us must sit silently until we have been told what to think. As I recall, everyone gets the "Vote" capability six months after an account is created. That was just to prevent people from creating duplicate accounts and using them to score messages. But after a set amount of time (again, I think I set it to 6 months), everyone gets access to the voting feature... unless they abuse it in which case I can remove one's access.
