The good old DOS CUPL works quite well, some 'amateur' probably thught that (s)he could 'easily' convert it to a Windows version.

Forget your preference for the newfangled stuff, find a copy of good ol' CUPL (for DOS) and be happy. Another possibility would be Lattices free copy of Abel (I do not recall if it covers the 'small' PLDs, but think so). Abel/CUPL is a matter of taste, I have used both. After I discovered the joy of 8 port uCs and IIC slaves, I have not used (C)PLDs and eventually deleted the old tools, so my non-informing is not due to 'laziness'.
