For me, it's like the "bridge to nowhere" that they want to build in Alaska. There's a big difference between a bridge to serve less than a hundred people and a highway that potentially serves probably 10-15% of the metropolitan population, and potentially benefits about 30% of the population by reducing traffic on highways used by 30% of the population. Of course it doesn't reduce traffic so much since it's toll and doesn't get as much traffic as it would if it were free. I do think the gov should pay for roadways and bridges, but I also believe that highway taxes should be assessed on the basis of the factorial of the square of the GVW rather than linearly as it is now.
