I know of two cases, though I'm sure there are more ... right here. One of each as it turns out.
They built a new airport here about a decade ago and used several sets of "general obligation bonds." The Airport has, so far not consumed any taxes over and above whatever it is they predicted, despite huge cost overruns. The costs have been borne by the investors, as they've simply issued new bonds to cover the overruns, and investors were HAPPY to get 'em. OTOH, there was a toll-road built down in the southern reaches of our fair metro-area, which, it was promised, wouldn't cost the taxpayers anything. Well ... now ... it costs to use the toll road, but it also has required that the local community assess a sales tax increase to make up for the overruns. RE |
