In software which produces an output proportional to the error in the frequency of the input signal,in principle writting a software PLL isnt the hard part, the hard part is quite a lot of what could probably be converted into fixed point signal processing, and conditioning the input signal in real time.The input signal isnt going to be a sine wave its going to be a sine wave plus a lot of overtones which need filtering either in hardware or software.
