Sure or just a faster Xtal.

b)Will programming the chip with a different crystal oscillator and using another for operation pose any problems?
Only if you want to use the serial port

c)Is there any practical upper limit to the frequency that the chip can work on?
Why Ask did you 1000 GHz every thing has limits.

You did not say what pulse you wanted. Other chips do not divide by 12. Others you can set to less than 12.
Other chips can go to 100Mhz and do not divide by 12.
