Do you want to let people download your Excel file to their own computers, or do you intend to host the application on your website server?

If you want to create a webite applet that runs in the browser, then Java is a good way forward. It's not trivial to convert an Excel design to Java as every aspect works differently. You can see my Java applets in action at www.sevensoftltd.com/OpAmp.aspx.
