most of the time, spikes and surges are sufficient to cause an upset but not destruction of hardware. It seems to me that he's trying to avoid the latter, and a power zener, or a zener in combination with a transistor to increase the current, can limit the voltage quickly enough to avoid damage. If he does need a crowbar, the fuse+zener+SCR is probably the cheapest, though there are more costly single-component crowbars available. The zener, after all, won't be much quicker in combination with the SCR than in combination with a transistor.
