If voltage spikes (surges) are your problem, perhaps power zeners are the answer. Placing these, typically in TO3 cases, and sensing the current through them by monitoring the resistor voltage, you can do what's needed, e.g. sending a shutdown signal to the main PSU, when that's called-for. Back in the days when nearly everything operated from 5 volts, it was simply a matter of using a 5.6 volt zener with, say 100-watt rating and firing an SCR when the anode voltage went above 5.6 volts. It might be a bit less simple today ... <sigh> ...
