Yes, there are ADC solutions that handles bipolar signals. But they also normally expect bipolar supply voltages. It is way easier to just add a DC offset to your signal and use a "normal" ADC for processing the signal. Depending on requirements, you could have the signal AC-coupled, where the actual DC level of the signal is thrown away - similar to inputs/outputs of most audio equipment.
