The Analog Devices ADuC84X series can comfortably digitise 10mV signals with impressive resolution.

If your bandwidth is less than 1kHz then I would suggest that a regular micro can run your DSP function. It's worth remembering that DSP algorithms are just code, and you only need DSP hardware to boost performance. The drawback of DSP hardware is the complexity it introduces to your code development, and I would strongly recommend not using a DSP unless you need the speed
