If your load drags the USB port voltage down to 4.5V then the MC34063A regulator will offer just 81 mA of output current within the max 1.5A Ipk of the part.

33V @ 81mA and 70% efficiency corresponds to (33 * 0.081) / 0.7 = 3.818W

...still as serious overload on the poor USB port.
