This seems close to what srec_cat of the SRecord package http://srecord.sf.net does.

SRecord is an excellent toolset, it's cross platform, free (GPL 3 or later), nicely documented and a superset of anything commercial I'm aware of.

If SRecord doesn't match your needs it eventually makes sense to add the functionality there.
