No, the Web-type programmers want to be the Server; - they want the embedded devices as clients

Giving the embedded device is web server is great for an "Ooh, look!" demo, but is not really scalable to large population of devices.

Something user programmable -http://tibbo.com/products - for example. (but i used only non-programmable device).

Note that both Lantronix and Digi have programmable devices.

And there's also things like the Wiznet (8051 with on-chip etherhet) and plenty of ARMs with on-chip ethernet.

Luminary sell this kit as a "Serial-to-ethernet" converter, but it's really just a Stellaris (Cortex-M3) MCU - so you can program it to do anything you like:
