OK more cost.... but have a look at the Video Frame Buffers from Averlogic AL442 comes to mind.

You can shove slow 8bit data in one side and clock it out high speed on the other side.
(bit like a dual port ram). Great to use with slow processors like the 2051

For digital to video.... try NXP TI and AD for video encoders.
