Ashok: you can buy from ebay outside India using your credit card and import the stuff. The risk is if the Indian customs do not accept the fact the scope is second hand and charge you duty for a new item.
Of course there are clearing agents who will do the haggling for you, but including the agent's "fees" you may end up finally paying the same as a new scope.

You can contact my Tek vendor Atul of Cyronics(09860093202), he may have some buy back stuff.

If you are really short of funds, and can borrow a good scope, then save up money for a good one.
Instead, for now buy a real low end(cheap) portable type like this:

which are good enough for trivial mistake debugging. Handy for a beginner, when mostly, you need to find Rx/ Tx misconnections, confirm the baud rate, confirm the serial character or just confirm a signal.
