If you
1) are designing simple single chip products, that is the only speed component is a microcontroller(no timing issues)
and
2) do not go for the latest of the devices( all bugs have been found)
and
3) have very trust worthy vendors,( no rejects)
and
4) are young enough for the abuse and pain from product recall,
you can compromise on the scope.

Otherwise go for real good stuff, atleast 2 channel DSO with min 200MHz bandwidth.

Unfortunately Agilent have shot themselves in the foot with the low end Chinese junk. So in India, that leaves Tek. You can save some money by going in for the mono version.
Ask Tek if they have second hand certified stuff.
Grovelling in front of a Banker/ Moneylender/ relative for this loan, is far less demeaning than asking forgivance from an angry customer.
