Lets say your MCU has a shared Reset pin that is an active low input. Lets also say you make the mistake of setting the pin as an output that is at the low level without causing the reset function to be uncoupled from the pin. At the moment the low level hits the pin the reset side input resets the pin and restarts the MCU. As soon as reset happens of course the pin reverts to being an input and takes away the induced resetting condition. Now the same code re-initializes and makes the same thing happen again.......sounds like a low to medium frequency oscillator to me.
