You can't add a motor start cap to a motor that has a running cap. At 100W, this motor uses the capacitor to phase shift the current in a second winding to generate a very rough approximation to a uniform rotating field, to start the motor, as the rotor spins up to the correct slip speed, the field experienced by the rotor becomes more uniform.
