I was told several times that the straps were dual purpose. Primarily, to bleed off excess static so that toll collectors hair wouldn't sizzle each time contact was made with the driver passing the toll. The other reason I have very serious doubts over... that it prevented your vehicle from returning a radar echo by keeping the car body at ground potential. (Try explaining that to the judge!)
